Confluence Cloud is moving every site to role-based access, on a date set per site, and the switch is permanent. Access Snapshot exports a dated record of who can reach which spaces and which restricted pages — before the change rewrites it, and every audit cycle after.
Every export states who generated it, when, and what it could not see. Spaces it failed to read are listed, not omitted.
